| It should be an essential element in the educational, cultural, social and economic development of the city and the nation. It should fulfill the following roles as a national cultural centre:
- assist in the achievement of the city’s development of our living folk arts through the provision of physical facilities as needed for the cultural expressions of our multi-ethnic society
- assist in the development of the city’s cultural resources by the provision of effective training and performance facilities , both at a formal and informal level
- to assist and stimulate economic productivity through the promotion of our unique traditions, festivals, and music; and thereby add value through research and development at all stages of its practical applications towards a viable sustainable cultural identity
- to heighten the nation’s awareness of the value of its cultural heritage and to foster its further development at the local, regional and international level
- to foster the understanding at all levels that the centre is an essential tool for development and growth of our social and economic structures
- to develop every means of ensuring that facility and its services are made fully available to all sections of the population
- to continuously review, the maximum utilization of buildings and facilities that make up the cultural assets base of the city and the nation as a whole.
